Project title: Culture of remembrance for brighter future

Project Description: The goal of the project is to contribute to a better understanding of the crimes committed during the conflict in the 1990s in Montenegro, as well as increasing responsibility for war crimes and public support for the process of dealing with the past. The identified problems that the project deals with are: lack of visibility and capacity for action and networking of victims, associations of victims and organizations dealing with war crimes and human rights from the aspect of dealing with the past, as well as lack of promotion of the concept of culture of memory. A special aspect of the project is women who were victims of war crimes. One of the results of this project is increased visibility of the victims of crimes committed in Montenegro and strengthened abilities and capacities of victims, associations of victims and organizations that deal with war crimes for advocating the process of coming to terms with the past. Also, the project contributes to improvement of public awareness and strengthening of the public dialogue on the culture of remembrance of the crimes committed during the 1990s and the victims of those crimes. This was achieved through various activities such as: recording of documentary films, workshops with victims, various types of seminars, organizing commemorations and numerous other activities. Within the framework of all of the above, a special emphasis was placed on the victims themselves, so that their voices and experiences could not be heard that way.

Project title: Understanding the EU – steps towards Europe

Project Description: Specific goals of the project are improvement of knowledge of citizens about the main principles and processes of the EU accession, encouraging active participation of youth in promotion of European values and the EU accession process, promotion of dialogue and cooperation between citizens, civil society and authority. Target groups of the project are citizens of all Montenegrin municipalities, youth, local NGOs, and media. Main results of the project are improvement of knowledge of participants about the european integration through organization of various education events. Also, the project is envisaged to support the goals of action plans related to education, and informing of civil society. It means that activities are related to provision of additional support directed towards goal achievement. The project contributes to improvement of level of informing of citizens about the EU accession process throu seminarts and informative campaigns.

Project title: Society for fight against corruption in Montenegro

Implementation Period: 1 October 2022 – 30 September 2025
Project Description: Goal of the project is to increase the level of responsibility of national and local governments of Montenegro, public institutions, and to strengthen judicial system and contribute to enhancement of the rule of law. The realization of project activities is directed towards improvement of local media, civil society and citizens in order to identify and report corruption in their communities. Assessment of needs of 18 local OCDs and media was conducted during the project implementation. This was followed by adapted trainings and mentor programs, all local OCDs and media received interactive digital tools to report corruption of citizens. Civil society and media are enabled to fight against corruption and impact the changes, focusing on environment, education and health. On that occasion, they developed and published a number of detailed anti-corruption articles and policy proposals. Produced content and recommendations are promoted as thoroughly prepared visibility campaigns. Concrete recommendations have been given in order to improve policies and laws through constructive engagement between civil society, Govenrment and private sector. A number of workshops between media and local OCDs were organized and annual Anto-Corruption Forums with the key actors, which incited public debates about anti-ciorruption strategies and needs for cooperation. Encouraging local actors and inciting the cooperation thish project has a goal to strenghten the fight againstg corruption in Montenegro, ensuring transparent and responsible power.

Project title: Strengthening of regional judicial cooperation on the Western Balkan for efficient lawsuits before CJEU and implementation of the EU Chart on Fundamental Rights

Implementation Period: 1 October 2024 – 31 March 2027
Project Description: Continuos legal education is the key for improvementg of skills of judicial professionals and implementation of European legal standards in Western Balkan countries. This project is designed to strengthen capacities of judges and prosecutors in Northern Macedonia, Serbia, Montenegro and Albania, especially in relation to jurisprudence implementation of the Court of Justice of the European Union (CJEU) and the EU Charter on Fundamental Rights. The project also implies organization of the regional forum, assesment of needs for trainings and developemnt of the comprehensive training program adapted to certain needs of each country. Participants will receive practical skills through training for trials before the CJEU, with special focus on the EU Charter on Fundamental Rights. The training will be organized through lectures, simulations and socussions, and the trainers data base specialised for these questions will be established. the project plans to train 400 judges and 200 prsecutors from four countries. The longterm goal is to include the training programs in national eduaction programs, ensuring sustainability and long-term impact on judicial system.

Project title: CORE support through the SMART Balkan project – Civil society for connected Western Balkan

Project Description: During the implementation of the SMART Balkan Core Grant support, the focus will be on activities aimed at strengthening institutional and program capacities, improving advocacy efforts, enhancing communication with citizens, as well as developing of the Civic House – a new platform for the promotion of democracy, human rights, and responsible governance. The goal is to increase the organization’s impact at the local and national levels through monitoring of work of institutions, active advocacy for European standards, protection of human rights, and the rule of law.

Project title: Inclusion and Empowerment of Roma and Egyptians through the Promotion of Culture, Tradition, and Language
Donor: Ministry of Human and Minority Rights

Project Description: The overall goal of the project is to contribute to the creation of a more inclusive society in Montenegro by promoting the culture, tradition, and identity of Roma and Egyptians, as well as by strengthening ties between different ethnic and national groups to achieve equality, tolerance, and mutual respect. The specific objectives of the project are: to increase the social inclusion of Roma and Egyptians; to raise public awareness about the culture and traditions of the Roma and Egyptian minorities; to improve the environment for the social inclusion of Roma and Egyptians; to build the capacities of the civil sector, state administration, youth, and media regarding the culture, customs, languages, and rights of Roma and Egyptians in Montenegro. Project is expected to result in increased public awareness of the culture and customs of Roma and Egyptians in Montenegro – achieved through the effective implementation of project activities; improved environment for social inclusion of Roma and Egyptians; strengthened capacities of the civil sector, public administration, youth, and media in Montenegro regarding the culture, customs, languages, and rights of Roma and Egyptians.

Project title: “Step by Step” for Strengthening Regional Cooperation and Combating Migrant Smuggling in the Western Balkans
Donor: SMART Balkans – Civil Society for a Connected Western Balkans, a regional project implemented by the Center for Civil Society Promotion (CPCD), the Institute for Democracy and Mediation (IDM), and the Center for Research and Policy Making (CRPM), and funded by the Norwegian Ministry of Foreign Affairs
Implementation Period: 1 May 2024 – 31 July 2025
Project Description: The STEP BY STEP project addresses the growing security risks stemming from the use of advanced technology by organized criminal groups involved in migrant smuggling. By fostering strong regional partnerships between civil society organizations from the Western Balkans, as well as with their EU counterparts and public authorities, the project aims to combat regional organized crime, improve cybersecurity, and enhance human security. In addition, the project seeks to influence Western Balkan countries to implement EU standards by strengthening the capacities of civil society organizations to advocate for policy changes and monitor the work of relevant institutions, particularly in the field of security policy.

Project title: “EU Perspective: Raising Citizens’ Awareness of European Integration”

Project Description: This project aims to improve the level of informing and understanding among Montenegrin citizens regarding the European Union accession process, through a modern, interactive, and inclusive approach that encourages their active participation in public dialogue about the country’s European future. Special focus will be placed on youth, but also on the general public, highlighting the importance of participation by local communities and civil society organizations. The main goal of the project is to contribute to strengthening civic awareness and capacities for constructive and informed participation in the European integration process, as well as to foster a more objective and substantive perception of the EU among citizens of Montenegro – through dialogue, knowledge exchange, and the promotion of European values.

Project title: REal Inclusion: Through Education and Understanding Towards Visibility, Exercising Rights, and Participation of the RE Community in Public Life

Project Description: The project aims to contribute to dismantling deeply rooted stereotypes, reducing ethnic distance, and improving mutual trust by promoting the culture, customs, and real-life experiences of members of the Roma and Egyptian (RE) community. The specific objective of the project is to increase public awareness of the real challenges and rights of the RE community, while simultaneously strengthening the capacities of community members and institutional representatives working with them. Through educational activities, media content, and public events, the project will enhance knowledge of rights realization mechanisms, anti-discrimination measures, and ways to foster active participation of the RE community in social life.

Project title: Minority Rights Through the Lens of Youth

Project Description: The project aims to connect young people from different ethnic and cultural communities through creative expression using photography and documentary video. Through educational workshops, fieldwork, and collaborative production, participants will explore the everyday lives and challenges faced by members of minority communities in Montenegro. The project promotes mutual understanding, respect for diversity, and the affirmation of minority rights through personal stories and authentic visual representations. A final exhibition and public screenings will serve as platforms for dialogue, connection, and spreading the message of tolerance within the wider community.
11.
Project title: Bridges of Unity: Support for Ukrainian Families in Montenegro

Implementation Period: 1 June 2025 – 31 December 2025
Project Description: The project aims to support the integration of Ukrainian families in Montenegro by providing language and cultural education, psychosocial and legal assistance, human trafficking prevention, and access to legal information. The main beneficiaries are Ukrainian families, particularly women and children, as well as local communities.

Project title: Free Legal Aid for Forcibly Displaced Persons and Stateless Individuals

Project Description: By providing free legal, administrative, and financial assistance to beneficiaries, this project supports the system of international and temporary protection in Montenegro. It also assists in the integration of individuals after obtaining legal status and offers the same type of support in resolving the legal status of persons at risk of statelessness, thereby contributing to better protection of stateless individuals.

Project title: Innovative Actions for Green Future

Project Description: The aim of the project is to contribute to improved waste management in Montenegro through the implementation of new technologies and raising public awareness. Specific objectives of the project are: Identification and evaluation of new waste management technologies applicable in Montenegro, along with the development of recommendations for their implementation; active engagement and empowerment of the Green Parliamentary Group and the NGO sector in advocating, developing, and implementing policies to improve waste management in Montenegro; raising public awareness and educating citizens about the issues of illegal landfills and the benefits of new waste management technologies.

Project title: “Together for Empowering the Culture of Tolerance and Equality”
Donor: Fund for the Protection and Exercising of Minority Rights of Montenegro
Implementation Period: 1 January 2025 – 31 October 2025
Project Description: The project is implemented with the aim of reducing interethnic and intercommunity tensions, as well as social and ethnic distance. The overall goal of the project is to contribute to the reduction of ethnic distance and the promotion of tolerance among youth in municipalities of Herceg Novi and Rožaje. The specific objective is to educate and strengthen the capacities of young people in Herceg Novi and Rožaje for understanding and applying the concepts of tolerance, reconciliation, dialogue, and interculturalism. These objectives will be achieved by: increasing the knowledge and capacities of high school students on tolerance, and on the culture and traditions of national communities and minorities through cultural visits; raising awareness among youth and the general public about the importance of tolerance and interculturalism in the municipalities of Herceg Novi and Rožaje. The project addresses the needs of young people by enabling them to connect and work together with the aim of empowering and transforming their communities—primarily through the promotion of intercultural dialogue, which will lead to a reduction in hate speech, the dismantling of prejudices, and an increased level of tolerance among youth.
