Nebojša Vučinić was born on October 17, 1953 in Cetinje. He finished high school in Podgorica in 1972, and graduated in 1976 from the Faculty of Law in the same city. In 1980, he obtained a master’s degree in international law at the University of Belgrade and a doctorate in international public law and international relations at the same university.
From 1976 to 2008, he worked at the Faculty of Law in Podgorica, first as a research associate, then as an assistant professor and full professor. During his military service in 1980-1981, he was a defense attorney at the First Instance Military Court in Belgrade. During the 1990s, he was part of several expert groups in charge of negotiations after the breakup of Yugoslavia and the creation of a new union between Montenegro and Serbia, until Montenegrin independence. From 2000 to 2008, he was the director of the Center for Human Rights of the University of Montenegro / Faculty of Law. Since 1994, he has been the head of the Department of International Law and International Relations. From 2004 to 2006, he was the representative of Serbia and Montenegro in the Steering Committee for Human Rights at the Council of Europe, and from 2003 to 2007, he was a member of the Judicial Council of Montenegro.
Prof. Vučinić was a judge of the European Court of Human Rights from April 15, 2008 to July 11, 2018. After his mandate at the ECtHR, he returned to the position of professor at the Faculty of Law of the University of Montenegro.
