Edhe pse disa raste t\u00eb abuzimit policor kan\u00eb arritur n\u00eb gjykat\u00eb, proceset gjyq\u00ebsore zgjasin me vite, duke rraskapitur viktimat dhe duke e b\u00ebr\u00eb t\u00eb padobish\u00ebm realizimin e drejt\u00ebsis\u00eb. N\u00eb k\u00ebt\u00eb kontekst, jav\u00ebn e ardhshme priten vendime n\u00eb \u00e7\u00ebshtjet q\u00eb lidhen me akuza p\u00ebr dhun\u00eb policore gjat\u00eb hetimeve, q\u00eb do t\u00eb jet\u00eb nj\u00eb prov\u00eb e r\u00ebnd\u00ebsishme p\u00ebr sistemin gjyq\u00ebsor dhe aft\u00ebsin\u00eb e tij p\u00ebr t&#8217;u p\u00ebrgjigjur k\u00ebtyre rasteve.<\/p>\n<p style=\"text-align: justify; line-height: 115%;\">Megjithat\u00eb, pavar\u00ebsisht sfidave t\u00eb shumta n\u00eb luft\u00ebn kund\u00ebr tortur\u00ebs policore, jan\u00eb nd\u00ebrmarr\u00eb disa hapa p\u00ebr p\u00ebrmir\u00ebsimin e p\u00ebrgjigjesis\u00eb institucionale.<\/p>\n<p style=\"text-align: justify; line-height: 115%;\">Gjat\u00eb vitit 2024, Prokurori i lart\u00eb shtetit ka dor\u00ebzuar udh\u00ebzime detyruese n\u00eb t\u00eb gjitha prokurorit\u00eb lidhur me trajtimet e rasteve t\u00eb tortures. K\u00ebto udh\u00ebzime, nd\u00ebr t\u00eb tjera, k\u00ebrkojn\u00eb regjistrimin e marrjes n\u00eb pyetje t\u00eb t\u00eb dyshuarve dhe detyrimin e mjek\u00ebve p\u00ebr t\u00eb dokumentuar dhe fotografuar l\u00ebndimet, duke forcuar transparenc\u00ebn dhe efikasitetin e hetimeve. K\u00ebto masa paraqesin nj\u00eb hap p\u00ebrpara n\u00eb procesin e ndjekjes penale t\u00eb rasteve t\u00eb tortur\u00ebs, por efikasiteti i tyre i v\u00ebrtet\u00eb varet nga aplikimi i q\u00ebndruesh\u00ebm dhe vendosm\u00ebria e institucioneve p\u00ebr t&#8217;i zbatuar ato pa p\u00ebrjashtime.<\/p>\n<p style=\"text-align: justify; line-height: 115%;\">Nj\u00eb hap tjet\u00ebr i r\u00ebnd\u00ebsish\u00ebm n\u00eb forcimin e mbrojtjes s\u00eb viktimave t\u00eb tortur\u00ebs u b\u00eb n\u00eb fund t\u00eb vitit t\u00eb kaluar me ndryshimet n\u00eb Ligjin p\u00ebr ndihm\u00ebn juridike falas, duke mund\u00ebsuar q\u00eb viktimat e tortur\u00ebs t\u00eb ken\u00eb m\u00eb n\u00eb fund t\u00eb drejt\u00ebn p\u00ebr mb\u00ebshtetje ligjore falas. Megjithat\u00eb, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb theksohet se, gjat\u00eb periudh\u00ebs kur kjo e drejt\u00eb nuk ishte e disponueshme p\u00ebr viktimat, punonj\u00ebsit e policis\u00eb, sipas Ligjit p\u00ebr pun\u00ebt e brendshme, kishin t\u00eb siguruar ndihm\u00eb ligjore falas n\u00eb procedurat q\u00eb lidhen me p\u00ebrdorimin e mjeteve shtr\u00ebnguese. Me k\u00ebto ndryshime, m\u00eb n\u00eb fund u krijua nj\u00eb ekuilib\u00ebr dhe iu mund\u00ebsua viktimave t\u00eb tortur\u00ebs t\u00eb marrin mb\u00ebshtetje t\u00eb barabart\u00eb n\u00eb proceset ligjore.<\/p>\n<p style=\"text-align: justify; line-height: 115%;\">\u00c7\u00ebshtja e mbrojtjes nga tortura dhe procesimi i efektsh\u00ebm i abuzimeve policore \u00ebsht\u00eb gjithashtu gj\u00eb e r\u00ebnd\u00ebsishme p\u00ebr integrimin evropian t\u00eb Malit t\u00eb Zi, pasi BE vazhdon t\u00eb t\u00ebrheq\u00eb v\u00ebmendjen p\u00ebr problemin e pa nd\u00ebshkueshm\u00ebris\u00eb n\u00eb strukturat e siguris\u00eb.<\/p>\n<p style=\"text-align: justify; line-height: 115%;\">N\u00eb k\u00ebt\u00eb kontekst, vizita e paralajm\u00ebruar e Komitetit t\u00eb K\u00ebshillit t\u00eb Evrop\u00ebs p\u00ebr parandalimin e tortur\u00ebs (CPT) n\u00eb vitin 2025 paraqet nj\u00eb mund\u00ebsi t\u00eb r\u00ebnd\u00ebsishme p\u00ebr vler\u00ebsimin e p\u00ebrparimit dhe nj\u00eb shtys\u00eb shtes\u00eb p\u00ebr reformat.<\/p>\n<p style=\"text-align: justify; line-height: 115%;\">Lufta kund\u00ebr tortur\u00ebs policore duhet t\u00eb shnd\u00ebrrohet n\u00eb masa konkrete q\u00eb do t\u00eb sigurojn\u00eb p\u00ebrgjegjshm\u00ebrin\u00eb e institucioneve dhe mbrojtjen e qytetar\u00ebve.
