As part of the project “No impunity for human rights violations in Montenegro”, the Civic Alliance announced a call for proposals to support non-governmental organizations in Montenegro, with the general goal of contributing to democratization, the rule of law and protection of human rights in accordance with the negotiation process. The specific objectives of the call for proposals are the strengthening the rule of law and good governance in Montenegro, as well as the promotion and protection of human rights in Montenegro, with a focus on vulnerable and marginalized groups. The project is implemented with the financial support of the Delegation of the European Union to Montenegro.
Activities that will be financed within this call for proposals include advocacy and lobbying to encourage legal reforms and influence the creation of public policies; documenting and reporting on cases of human rights violations; monitoring the work of courts in cases concerning torture and justice; support for the collection of statistical and research data; campaigns for raising awareness of specific issues of democracy and human rights; supporting civil society organizations in promoting responsibility and transparency at the national and local level; and mutual cooperation and dialogue between civil and political actors.

The call for proposals allocates 35,000 euros to civil society organizations at the local level that deal with the rule of law and the promotion and protection of human rights. Special attention will be paid to organizations that propose the implementation of projects in less developed regions, such as the north of Montenegro and other less developed areas, i.e. places outside Podgorica.

The amount of funds that can be approved for individual projects within the call for proposals ranges from 5,000 to 7,000 euros.

Local civil society organizations registered in accordance with the Law on Non-Governmental Organizations, which meet the criteria of being legal entities, non-profit type, registered in Montenegro at least 12 months before the deadline for submitting project proposals, and have not had annual budget greater than 35,000 euros, are entitled to participate in the call for proposals.

Each organization can participate only once, either as an organization submitting a project proposal or as a partner. Partnership projects are especially encouraged.

Funds will be allocated for projects that last at least five and at most seven months.

Project proposals and other required documents in print form should be submitted exclusively via mail, in a sealed envelope that reads – For the call for proposals “No impunity for human rights violations in Montenegro”, to the following address: Građanska Alijansa (GA), Petra Dedića 26/a, Stari Aerodrom, 81000 Podgorica. The electronic version should be sent to the email address: office@gamn.org. Both versions (electronic and printed) must be submitted no later than 3 July 2023 at 3 p.m.

In case of doubt, additional information can be obtained by sending an email to office@gamn.org, no later than 11 days before the application deadline, i.e. by 23 June, where the title of the email must read “Call for proposals – No impunity for human rights violations in Montenegro”.
