Civic Alliance announces a competition for the position: project coordinator

Project description

The Civil Alliance (GA), with the support of the United Nations Refugee Agency (UNHCR), implements a project through which free legal assistance is provided to applicants for international and temporary protection, as well as to persons granted international and temporary protection. Legal assistance is also provided to all displaced persons who escaped from the territory of the former Yugoslavia and whose requests for foreigner status have not yet been resolved, i.e., who have been granted the status of a foreigner with a temporary stay of up to 3 years, as well as persons at risk of statelessness.

Through the project, we are working to ensure information, counseling and free legal assistance for applicants for international and temporary protection in Montenegro and persons who have been granted international and temporary protection, displaced persons from the territory of the former Yugoslavia, as well as persons at risk of statelessness through:

  • free legal aid, including representation before the competent authorities in the process of determining the right to international protection, as well as in accessing the rights that belong to these persons according to the positive legal regulations of Montenegro;
  • free legal assistance in the full realization of rights to persons who have received international protection in Montenegro;
  • provision of information, counseling and free legal assistance to those seeking temporary protection from entering the territory and through the procedure implied by this legal institute;
  • representation of applicants for temporary protection and support throughout the entire procedure, including facilitation and guidance through local integration of those granted temporary protection.
  • ensuring access to the territory and procedure of international protection, for all who need it in Montenegro;
  • refugees from the former Yugoslavia whose requests for the status of foreigner with permanent residence are still in progress and those persons who have acquired the status of temporary residence for up to 3 years, but lack documents for finalizing the request for permanent residence;
  • persons residing in Montenegro who were identified by field verification in November 2017 as persons at risk of statelessness;
  • persons for whom the procedure for determining the status of stateless persons in Montenegro has been initiated and persons who have been recognized as stateless.

The aforementioned activities will be carried out through participation in the multipurpose team established by UNHCR, in order to ensure full coordination of activities on the ground as well as a comprehensive analysis of the needs of the persons included in the project.

Duties / responsibilities of the project coordinator:

  • Supervising the work of the GA main office in Podgorica, local offices in Bar, Budva and Herceg Novi and mobile field teams, working with two project coordinators who would be responsible for direct supervision of field staff in the northern/central or coastal region.
  • Working with the finance and administrative support team, who would be responsible for project finance management, activity logistics and documentation.
  • Regular coordination meetings with UNHCR from the initial phase of the project, in order to agree on time frames and models for the implementation of activities
  • Regular communication with UNHCR, related to project activities carried out in the field and relations with partners
  • Organization and participation in coordination meetings with the Red Cross as a partner to ensure full coverage of all asylum seekers in Montenegro and their needs
  • Organization and participation in meetings with institutions, in accordance with the agreement with UNHCR, in order to present plans for the implementation of the project and a model of cooperation for a long-term operational partnership
  • Organization of internal coordination meetings within GA with persons engaged in the project
  • Preparation of activity plans and preparation of necessary reports on activities (eg bi-weekly, monthly, semi-annual, annual, with previously agreed recommendations and on the UNHCR report form), coordination of activities in the field and, if necessary, participation in communication and support to users.

Conditions:

Social science

Drive licence, B category;

Good knowledge of MS Office package, especially Excel

Advantage:

  • Bar Exam
  • Knowledge of English and/or another relevant foreign language
  • Experience in working in the non-governmental sector and international organizations, especially in the international protection program
  • Experience in providing free legal assistance to persons seeking international or temporary protection, as well as to persons who have been granted such protection;

Experience, skills and knowledge

Necessary:

  • good communication and interpersonal skills;
  • openness to establishing good relations with different ethnic groups;
  • good organizational skills;
  • ability to work effectively as part of a multicultural and international team;
  • ability to plan responsibilities, set priorities and perform tasks under pressure;
  • ability to implement operational plans

Work time

  • 40 hours per week (possibility of overtime, depending on program activities)
  • For this position, the gross salary is EUR 1,500.00
