OPEN LETTER

Electronic democracy (e-democracy) is additional developing factor in spreading democratic values and is connected to traditional processes of democracy. In time of modern social relations, it contributes to strengthening of one of the basic democratic principles which is creation of joint, public space where citizens may discuss, receive important information, or vote on new law, or propose legal solutions.

We are convinced that electronic petitions shall contribute to better communication between citizens and their representatives, to better and easier articulation of their requests, and finally to higher level of participation of citizens in the process of creating policies, because this is real and direct democracy. Electronic democracy does not represent future state but simply modern democracy with the contribution of individuals who use information technology as the tool for their participation in democracy. Recommendations of the Council of Europe to the member states adopted by the Committee of Ministers on 18 February 2009, prove that this is significant area on which the European Union discusses more.
