Jovan Milić was born in Cetinje. He completed primary and secondary school in Budva, and he received his higher education at the Faculty of Law in Podgorica, where he also completed specialist studies in Constitutional Law and Politics. He successfully defended his thesis on the Constitution of Montenegro and the idea of social justice.

He started his first job after completing his basic studies at the Agency for Peaceful Resolution of Labor Disputes. He worked as a professional associate and consultant in the procedure. He had the opportunity to cooperate with the arbitrators until the end of the proceedings in the cases filed by the employees of the MUP of Montenegro.

After completing his specialist studies, he completed the professional training program of the Government of Montenegro at the “Museums and Galleries” University of Budva.

From January 10, 2022 until April 20, 2023, he worked in the Hotel Group “Budvanska Riviera” A.D. Budva in the field of public procurement, which includes the preparation of a procurement plan and the conclusion of contracts with bidders. He also worked on duties related to contractual relationships, which entailed the conclusion of various types of contracts.

In his free time, he enjoys sports activities and photography.
