Project description
The Civic Alliance (GA), with the support of the United Nations High Commissioner for Refugees (UNHCR) in Montenegro, implements a project through which free legal assistance is provided to all displaced persons who fled from the territory of the former Yugoslavia and whose requests for foreigner status have not yet been resolved. that is, who have been granted the status of a foreigner with a temporary stay of up to 3 years, as well as persons at risk of statelessness.
We provide administrative, legal and financial assistance through project activities to all persons under the protection of UNHCR in Podgorica:
- refugees from the former Yugoslavia whose requests for the status of foreigner with permanent residence are still in progress and those persons who have acquired the status of temporary
- residence for up to 3 years, but lack documents for finalizing the request for permanent residence;persons residing in Montenegro who were identified by field verification in November 2017 as persons at risk of statelessness;
- persons for whom the procedure for determining the status of stateless persons in Montenegro has been initiated and persons who have been recognized as stateless.
Free legal aid includes:
- undertaking activities aimed at obtaining the necessary documents, including documents from the country of origin, in order to regulate the legal status in Montenegro;
- initiation and representation in administrative and court proceedings for subsequent registration in birth registers in Montenegro and the country of origin;
- submission of all necessary submissions to the competent authorities in Montenegro and the countries of origin in connection with the regulation of legal status (writing lawsuits, requests, petitions, appeals);
- initiating the procedure with competent authorities to determine the status of a stateless person;
The aforementioned activities are carried out through participation in the multipurpose team established by UNHCR, in order to ensure full coordination of activities on the ground as well as a comprehensive analysis of the needs of the persons included in the project.
Duties/Responsibilities:
- regular field visits to users on the territory of Montenegro;
- proactive monitoring of individual cases, until the resolution of the legal status in Montenegro;
- provision of administrative, legal and financial assistance to internally displaced persons, displaced persons and persons at risk of statelessness;
- regular reporting to the project coordinator on all activities and submission of work reports;
- providing regular statistical data and reports and updating information on main trends, results, challenges and proposing solutions;
- depending on the assessment of the project coordinator, implementation of other project activities;
Conditions:
Faculty of Law;
Drive licence, B category;
Good knowledge of MS Office package, especially Excel
Advantage:
- Bar Exam
- Knowledge of English and/or another relevant foreign language
- Experience in working in the non-governmental sector or international organizations, especially in the international protection program
- Experience in providing free legal assistance to persons seeking international or temporary protection, as well as to persons granted such protection.

Work time
- 40 hours per week (possibility of overtime, depending on program activities and the situation on the ground)
- For this position, the gross salary is EUR 1,150.00
