Civic Alliance announces a competition for the position: lawyer for providing free legal assistance
Project description
The Civil Alliance (GA), with the support of the UNHCR, works to provide free legal assistance to applicants for international and temporary protection, as well as to persons who have been granted international and temporary protection. This project aims to improve legal support for applicants for international protection and applicants for temporary protection from Ukraine in Montenegro, and to enable the full and adequate integration of persons who have been granted international and temporary protection, enabling them to access socio-economic rights in Montenegro, and in accordance with By the Law on International and Temporary Protection of Foreigners.
The project is expected to provide information, counseling and free legal assistance for applicants for international and temporary protection in Montenegro and persons granted international and temporary protection, especially through:
• free legal assistance, including representation before the competent authorities in the procedure of determining the right to international protection as well as in accessing the rights that belong to these persons according to the positive legal regulations of Montenegro;
• free legal assistance in the full exercise of rights to persons who have received international protection in Montenegro;
• provision of information, counseling and free legal assistance to applicants for temporary protection from entering the territory and through the procedure implied by this legal institute;
• representation of applicants for temporary protection and support throughout the entire procedure, including facilitation and guidance through local integration of those granted temporary protection.
• securing access to the territory and procedure of international protection, for all who need it in Montenegro;
The aforementioned activities will be carried out through participation in the multipurpose team established by UNHCR, in order to ensure full coordination of activities on the ground as well as a comprehensive analysis of the needs of the persons included in the project.
Duties / Responsibilities:
• regular visits to areas of arrival (border and cross-border), transit and accommodation in order to assess the individual situation of applicants for international protection, to provide them with basic information about their rights and duties in Montenegro, about the procedure related to international protection, counseling and free legal aid;
• proactive monitoring of individual cases, from the moment of expressing the intention to seek international protection, the course of the entire procedure, including the appeal level, as necessary;
• field work on providing free legal assistance to applicants for temporary protection and persons granted temporary protection;
• periodic visits to the branch of the Red Cross and the Ukrainian Center in Podgorica and work with persons granted temporary protection;
• providing information, counseling and free legal assistance to applicants for international and temporary protection and to persons granted international and temporary protection in order to ensure full access and exercise of their rights (health care, education, work, social protection, etc.), in accordance with by the Law on International and Temporary Protection of Foreigners;
• collection of information related to access to a certain territory-state, specific needs and other relevant information;
• enabling timely exchange of information between case workers, legal advisors and UNHCR’s partner providing psycho-social support;
• providing regular statistical data and reports and updating information on main trends, results, challenges and proposing solutions;
• regular reporting to the project manager and coordinator on all activities and submission of work reports
• depending on the assessment of the project manager and coordinator, implementation of other project activities.
Conditions:
Faculty of Law;
Drive licence, B category;
Good knowledge of MS Office and Excell
Advantage:
Bar Exam
Knowledge of English and/or another relevant foreign language
Experience in working in the non-governmental sector and international organizations, especially in the international protection program
Experience in providing free legal assistance to persons seeking international or temporary protection, as well as to persons who have been granted such protection;
Experience, skills and knowledge
Necessary:

• good organizational skills;
• ability to work efficiently as part of a multicultural and international team;
• ability to plan duties, set priorities and perform tasks under pressure;
• ability to implement operational plans
Work time
• 40 hours per week (possibility of overtime, depending on program activities and the situation on the ground)
